Permit for tree removal, Pierrefonds City

Cutting down a tree is not an act that is taken lightly when we think of how much they contribute to the quality of the human beings we are. Therefore, cities must legislate, especially concerning the felling of trees, to avoid abuses and ensure their protection. Montreal and its borough of Pierrefonds-Roxboro are also doing so, as are other municipalities.

This page is provided for information purposes only, to help you better understand the tree cutting process. However, it is imperative that you refer to the official versions of all by-laws or laws that apply to your case, including the one concerning zoning, as well as to the competent authorities to interpret them correctly.

In the case of the felling of ash trees, you must request the specific form and the application is then free. Subsidies are also available, at the rate of $5 per 5 centimetres of tree diameter. Thus, for a diameter of 20 centimeters, you would be entitled to $100. A portion of the costs you incur will be covered, but in order to access the subsidy, you will have to replace the felled specimen, among other conditions. There are various options available. Certificate of authorization for tree removal

On the entire territory of Montreal, you must request a tree cutting permit. The borough of Pierrefonds-Roxboro is no exception. As long as the trunk of a specimen totals 10 centimeters in diameter taken at 1.3 meters from the ground or 15 centimeters in diameter, at 15 cm from the ground, you must request such a certificate of authorization. This application will cost you $55.

Preparation of documents for the certificate application

Documents must accompany your request. In particular, a plan to scale where you have numbered and located each of the trees to be felled and indicated their respective species and diameters. The ideal plan would be the certificate of location. On the paper form, you can make a sketch. You must also include a photo of the trees concerned.

You must also send a report by an expert recognized by the borough of Pierrefonds-Roxboro explaining the reasons for wanting to cut down these trees. If you are not the owner of the specimens, you must include a power of attorney. A letter of authorization from each of the co-owners or a resolution from the condominium association must also be submitted if applicable.

What are the acceptable reasons?

The accepted reasons for tree removal in the Borough of Pierrefonds-Roxboro are those found almost everywhere. The tree must be dead or affected by an incurable disease or represent a risk of spreading an arboricultural disease. Other reasons include damage to property, danger to the safety or health of people, or nuisance to other plants of greater value. When the structure of the tree is fragile and it is not possible to correct it, felling should also be authorized. Finally, a tree that obstructs or disturbs future construction work or its progress, the installation of a swimming pool, the construction of an access road or parking lot, or an opening to access a body of water are other valid reasons.

Trees planted within the space between the street line or sidewalk and your property line are owned by the City and cannot be cut down. You may not cut down a tree if you are bothered by falling flowers, leaves, twigs, sap flow, pollen shedding, animals, insects or if the roots are sticking out of the ground. For a common tree, you must agree with your neighbor.

In the event that your motives for cutting down the large plant were to avoid spreading a disease or an invasive exotic species or to redesign your yard, at least two trees must be planted to replace the cut specimen. If this tree is a deciduous, its diameter must be at least 5 centimetres measured at 25 centimetres from the ground. A replacement conifer must be at least 2 metres in height.

How to submit your application

Applications can be submitted online by accessing your account (to be created if you do not already have one) on the City of Montreal website. A permit application form for the Borough of Pierrefonds-Roxboro is also available online. Fees are payable by credit card. Contact information for mailing or delivering your application in person is provided at the end of this page.

A permit is valid for a period of 6 months, otherwise you will have to reissue your application.
